A cover-up is simply covering an old, often poorly done tattoo with a new one.

This can involve completely concealing the old tattoo so well that no one would ever guess there was something underneath it. Another method is what’s known as a “blast-over” (or cover blast). In this case, the old tattoo still peeks through from beneath the new one, serving as a background for the new design.
